Why did Inspector Davis (Richard Clarkin) let Murdoch and Brackenreid to take Constable Randall Townsend (Gabriel Hogan) away for killing Constable Curtis Cooper (Martin Happer) in "The Great Wall" (2010)?

When Constable Francis Peakes (Thomas Mitchell (II)) killed another Constable Robert Hall, in "House of Industry" Chief Constable Davis apparently didn't mind as we see in "Bl**dy H*ll" that he is Rackeeter and Station House Five is corrupted.
