As someone who is hard-of-hearing I find it so annoying that yet another actor/actress resorts to whispering their lines. It seems to be a growing trend. If an actor's biggest asset is their voice, why do so many of them, including Helene Joy waste that asset by whispering?
Very annoying!

I agree that she uses a whispery voice (like Marilyn Monroe used to) but as I am not hard of hearing it is just noticeable and not annoying. Perhaps her character feels the need to be less intimidating to men?

I don’t know if it is her natural voice or an affectation, but it is truly annoying. Her character has nver backed down from confrontations with men. Idk what she’s doing.

The answer. First is Closed Captions, it is almost a necessity for most non-American English language programs.
Second is Miss Joys voice. She adopts and adapts a different voice as Julia. It probably effects her volume. She now says it is a naturally archived switch but it probably still effects her vocal projection.
Third. Julia has a decided personality change in Season 13.Episode 17&18. In her misguided infatuation with that gomer Dixon she seems to be reverting back to a much younger and some what giddier persona. It is hard to watch her put so much strain on a marriage that she and William suffered and tasked so much to be together. The closing scene of S13E18 was just pathetic. She whispered her soft sell of her betrayal of their Marriage Vows. Her lies and deceit will lead to future problems. William can never really fully trust her again. It is human nature. "Fool me once, shame on you. Fool me twice. shame on me."
