It isn't even enough to say that Murdoch would like to be an inspector. After all, without him on the job the others would not be able to succeed as they do. So if he sat behind a desk in Station 5 or anywhere else, even if he were teaching people, he would STILL have to be on the job of every single case with his devices and ingenuity.
And what would become of Station 4 without him?? Just Crabtree, Watts and Brackenreid, without Murdoch's brains???

To be fair, I think Watts is a capable detective. He's eccentric, like Murdoch, but not in the same way. But Watts has shown that he is capable of brainstorming and theorising, which at the time, were important skills for a detective.

In the books he becomes head of a consolidated detective department for the Toronto Constabulary I believe.
